In addition to stronger economic sanctions, increased pressure is necessary to convince all Russians, not just Vladimir Putin, government officials, and/or Russian oligarchs, that they share some responsibility for the invasion and prosecution of the war and that they will not be able to travel freely while the conflict rages.
